Elements is basically the chopped down cheaper version of Photoshop, it does pretty much ever basic thing dealing with photos Photoshop does, but is very lacking when it comes to advanced elements like effects and adjustments. It does how ever allow the user to open up most photo/img types, including jpg and raw (with the right codec plug-in which comes with most raw cameras) files, make limited changes to them, and save them back out as the same format or a different format, there are certain formats that Elements can't open or save to though, because they are not considered to be needed by Elements. Basically Elements was designed for the general none professional user.
