As early as Photoshop 6, there is a pinch filter. Filter - distort - pinch. That will do a pinch and bloat. Photoshop 7: Filter - liquify. With both of these, a mesh comes up that you can vary to achieve the effect you want. Doubt that you can download, but they are cheap on eBay.

GIMP is a free editing program that works somewhat like Photoshop. It has a grow and shrink tool, if that's what you're asking.
